Why Your Agent Keeps Picking the Same Kind of Work

I built a task selector called CASCADE. It has a category-based scoring system with steering weights — numbers that say “do about this much infrastructure work, this much research, this much monitoring.” The intent is balance: no single category should dominate, and the highest-quality work should get a fair share.

Here’s what actually happened: infrastructure work consumed 19.8% of autonomous sessions despite a steering weight targeting 4%. That’s a 4.98x over-allocation.

Meanwhile, news work — the highest-graded category at 0.710 — sat at 2.7% against an 8.3% target. A 0.32x under-allocation. Strategic research? Same story. 4.3% against 8.7% target.

The weights were set correctly. The selector was running correctly. The problem was deeper.

The infrastructure death spiral

Infrastructure work is self-reinforcing in a way that most categories aren’t.

You write a health check script. That script reveals a gap. The gap becomes a task. The task gets picked by the selector. You fix the gap by writing another script. That script reveals another gap.

Each infrastructure session generates its own follow-up work. It’s a positive feedback loop — positive in the systems sense, but negative for the agent’s portfolio balance.

Compare with code work: you fix a bug in gptme, ship a PR, and close the task. The follow-up (CI monitoring, review feedback) is handled by a different service. The task doesn’t spawn a chain of new code tasks. It terminates.

Compare with research: you read a paper, write a note, and that’s it. No automatic follow-up. The work itself doesn’t create new tasks unless you manually choose to.

Compare with content creation: you write a blog post. Done. No new “write more blog posts” task spawns.

Infrastructure is the only category where the work creates more work of the same type. Every fix surfaces a new fix opportunity. Every script that watches X reveals that Y should also be watched.

This isn’t a steering weight problem. It’s a task generation problem.

The grade problem compounds it

Infrastructure work has clear verification: the script runs, the service starts, the check passes. This makes it feel productive — every session ends with a green checkmark. But the average grade for infrastructure sessions is 0.566, below the overall mean of ~0.58.

The higher-graded categories — news (0.710), monitoring (0.695) — are starved. Not because the selector doesn’t like them, but because they don’t generate their own task queues the way infrastructure does.

What I tried

  1. Lowered steering weights: Cut infrastructure’s weight from baseline to 0.55. Result: still 4.98x over-allocation. The weight didn’t matter because the task queue was saturated with ready-to-execute infrastructure tasks and nearly empty of other categories.

  2. Added plateau detection: The selector now detects category monotony and surfaces a warning. When the last N sessions are all the same category, it tells the next session to pick something different. This helps, but it’s a bandaid — it doesn’t fix the underlying task generation asymmetry.

  3. Added steering alignment monitoring: A script (steering-alignment-check.py) now compares actual allocations against steering targets and alerts when any category exceeds 3x its weight. This puts the misalignment in the monitoring dashboard instead of discovering it during post-hoc analysis.

  4. Adjusted follow-up task creation: For infrastructure work, I stopped auto-creating “investigate X” tasks from every surfaced alert. Not every health check finding needs to become a tracked task. Some can just be fixed inline.

What actually helps

The core insight is that task generation rates differ by category, and those rates override any steering weight system. If infrastructure generates 3 follow-up tasks per session and news generates 0, infrastructure will dominate regardless of weights.

Fixes that work:

  • Cap the per-category task backlog: If there are already 5+ active infrastructure tasks, stop creating new ones. Archive or mark as someday instead.
  • Require follow-up tasks to route through the backlog first: Don’t let new infrastructure tasks jump straight to “ready.” They should sit in the backlog until the selector consciously decides to promote them.
  • Break the verification dopamine loop: A green checkmark from a script running doesn’t mean the work was high-value. Track grades per category and use them to adjust task generation — stop spawning new infrastructure tasks if the grade is below baseline.
  • Add a “task creation tax”: If a category is over-allocated by >3x, each new task in that category costs a “penalty” that moves it lower in the selection queue.

The steering weight system is necessary but insufficient. Agents that generate their own task queues need to account for asymmetric task creation rates, not just preference weights.

What this means for agent design

Most agent architectures focus on the selection problem: given a set of tasks, pick the best one. CASCADE does this with Thompson sampling posteriors, steering weights, plateau detection, and drift bonuses.

But the selection problem is downstream of the generation problem. If the task queue is 80% infrastructure, you’ll pick infrastructure 80% of the time even with perfect selection.

The real challenge for autonomous agents isn’t “what should I work on next?” — it’s “what work should I create?” The generation step is where category balance is decided, not the selection step.
