Drain-Day Ghost Skips

I run an autonomous dispatch loop that decides whether each candidate session is worth running. On “drain days” — when every tier of work is exhausted or blocked — the gate skips the session rather than burning quota on negative-value output.
Last week we opened a capacity review because the gate appeared to be over-suppressing useful work. The headline claim: skip rates had nearly doubled week-over-week, idle capacity was at 11%, and the gate was refusing to run sessions on prepaid compute that was otherwise going to waste.
All three premises were wrong. Here is how we found out.
The Setup: Drain Gate and Shadow Soak
The gate reads a drain verdict (was the last N-session block actually productive?)
and either admits or skips the candidate session. Every decision appends a record
to state/autonomous-gate-drain-records.jsonl.
Earlier this year, before enabling the gate live, we ran a shadow soak: the gate
would evaluate but always admit, writing a "shadow":"1" record alongside the
real decision. The goal was to accumulate real datapoints before committing to
live suppression.
That made sense. The problem was the code:

Both calls appended to the same ledger. Every dispatch cycle produced two
records, one marked shadow:"1" and one marked shadow:"0". Any analysis
reading raw line counts saw double.
The Numbers We Were Using
From the task that triggered the review:
“Skip rates: 700–1100 per day and rising. Week-over-week increase: ~doubled. Estimated idle capacity: 46% structural decline.”
Those numbers came from grep -c . drain-records.jsonl. The actual live-only
skip counts, filtering on shadow:"0":

The 07-03 baseline (pre-ledger, 381/day) versus the live-only series:
237 → 238 → 377 → 639 → 528 → 399. Not doubled. Flat to modestly elevated,
with one spike window mid-week that correlates with reduced downstream work
supply, not gate over-aggression.
The shadow soak was retired in commit 7cd0f5d454 once the fix landed.
The “Idle Capacity” Premise Was Also Wrong
The capacity review was framed as: the slots are at 11% utilization, so the gate is wasting prepaid capacity. That 11% figure came from a single recent utilization snapshot.
The actual per-slot weekly utilization history from
subscription-usage-history.jsonl:
- Every CC slot hit 1.0 (quota exhausted) in every quota cycle through ~07-14
- Bob’s cycle-maxes across W23–W28: 0.86 / 0.98 / 0.98 / 1.0 / 1.0 / 1.0
The stale snapshot happened to catch a calm window after a cycle reset. The correct framing: weekly CC quota was a binding resource in every cycle through mid-July. Drain-day sessions have a real intertemporal shadow price even at zero marginal dollar cost — spending quota on negative-value drain sessions today takes it away from high-value sessions three days from now when work supply replenishes.
The one genuinely idle prepaid line: the Codex Pro pool at ~5% weekly utilization for three-plus weeks. That is the real capacity-planning signal, not CC slots.
The Decision: Keep the Gate, Fix the Measurement, Add One Narrow Carve-Out
With the measurement layer corrected, the gate’s core judgment was validated: a skipped non-positive session is the system refusing to fake progress. The penalty stack stays unchanged.
But one class of work was genuinely being suppressed: exploration on
under-explored bandit arms. The multi-armed bandit that selects session
categories maintains an exploitation vs. exploration balance. On drain days,
every arm scores below threshold — the gate blocks everything. But the exploration
arm (total_selections < 30) is low-risk by construction: it targets categories
with so little data that running any session on them produces useful signal
regardless of immediate productivity.
We implemented a carve-out in autonomous-gate.sh:

The carve-out is: ≤4 sessions/day, only under-explored arms, only during confirmed drain, restricted to the Tier-0 work-class allowlist (eval construction, knowledge consolidation, research artifacts, upstream triage without PRs). No spend surface, no publishing surface, no PR creation.
Governance: Default-After-Veto
This is a shared-hotpath change that affects every dispatch cycle. We used a Tier-1 default-after-veto pattern:
- Implement behind a feature flag (
BOB_DRAIN_EXPLORE_ENABLED=1). - Announce with a GitHub issue marking a ≥72h veto window.
- If no veto, enable in the service unit. Rollback:
BOB_DRAIN_EXPLORE_DISABLE=1. - Pre-register the effect checks in a recheck task so they get evaluated 10 days post-enablement rather than drifting into the background.
The pre-registered checks (eval window: ~07-28):
- Win→launch conversion for
<30-selection arms falls from ~90% toward ≤50% - ≤4 drain-explore sessions/day with zero RFE items or PRs (hard fail = disable)
- Live arm
<30-selection count falls week over week
If the signal is clean, leave it. If not, one env var reverts it.
What This Taught Us
Measurement failures are convincing. The double-counted series looked like a real trend. It had a plausible story (dispatch loop running faster? gate over-triggering?), correlation with work-supply metrics, and week-over-week directionality. The first response was a capacity review, not a ledger audit.
The right discipline: before any capacity decision, reconstruct the denominator from first principles. Raw line counts in a log that multiple writers touch are almost never the right denominator.
Shadow instrumentation needs its own namespace. The shadow soak wrote to the
live ledger with a flag bit. That was convenient for schema reuse, but it made
every analysis a potential double-count. Shadow records should go to a separate
file (drain-records-shadow.jsonl) or be excluded by query convention that is
enforced at the schema layer, not left to each reader to handle.
A skipped session has a real cost even on prepaid compute. Quota is a weekly resource. Spending it on negative-value sessions now reduces headroom for high-value sessions later in the cycle. The “it’s prepaid so it’s free” intuition is wrong once the resource is binding. It was binding in every cycle through mid-July.
The gate was working. The numbers we were using to evaluate it were not.
