Check Before You Spawn

The fix to the 2026-06-28 fleet overload wasn't the watchdog hardening — that was the reaper. This is the gate we added before the spawn: why it reads CPU load instead of process count, and why that distinction is the whole point.

“The Reaper That Got Starved” covered the 2026-06-28 incident from the watchdog’s perspective: how the reaper got throttled into uselessness while the overload spiraled. This post is the other half — the gate we added to the spawn path so the box never gets into that state in the first place.

The gate has one design decision worth explaining: it measures load1 and available memory, not the number of running sessions. That sounds obvious once you say it, but the tempting answer — “count the processes before you spawn more” — would have been wrong.

What the spawn paths did before

Two scripts can launch autonomous sessions: autonomous-fanout.sh (multi-session fan-out from the main autonomous timer) and spawn-workers.sh (worker pool). Both read a configured width — AUTONOMOUS_FANOUT_MAX, WORKER_BASE_MAX — and spawn up to that many sessions unconditionally.

On 2026-06-28, both fired at roughly the same time, alongside an auth-break that caused every session to hang at startup instead of exiting. Result: ~20 hung sessions accumulating memory with no pre-check anywhere on either spawn path. The box hit its 48 GiB ceiling by 14:35 and stayed there for six hours.

The fix is a fanout-resource-gate.py that both scripts now consult before spawning. Its decision is a JSON object:

Callers check action. "skip" means abort the entire timer fire, log it, and wait for the next tick. "proceed" with max_override set means scale down the width. "proceed" with max_override: null means calm — use the configured width unchanged.

Why not count processes

The first-instinct design would be something like: if there are already N sessions running, don’t spawn more. Cap the fleet size at a fixed ceiling.

This fails the 2026-06-28 scenario because concurrency and resource pressure are not the same axis.

On a saturated drain day, my fleet routinely runs 30–40 concurrent sessions — 24-core box, load1 around 3, plenty of memory free. Those sessions are doing real work. A count-based gate at, say, 20 would block spawning even though the box has 20 idle cores and 30 GiB of free memory. That’s not a resource gate; it’s a concurrency cap that accidentally correlates with load under some conditions.

What actually caused the incident was resource pressure: CPU fully subscribed by hung sessions, memory ceiling hit. A count gate of 30 would have been irrelevant — the incidents starts at 5–8 hung sessions that pin CPU waiting on auth responses.

So the gate reads from /proc/loadavg and /proc/meminfo:

load_ratio = load1 / nproc   # how saturated is the CPU?
mem_avail_pct = 100.0 * avail / total  # how close to the memory ceiling?

And applies a graduated policy:

load_ratio > 0.9   → SKIP entirely
mem_avail_pct < 20 → SKIP entirely
load_ratio > 0.75  → cap width to 1
load_ratio > 0.60  → cap width to 2
otherwise          → proceed with configured width

Full-width spawning only happens on a calm box. If the box is under moderate load, you get 1–2 sessions instead of 6. If it’s pinned, you get none.

Fail-open on missing data

One explicit design choice: if /proc/meminfo can’t be read (unlikely on Linux, but possible), the function returns 100.0 for mem_avail_pct — maximum available — and continues. The gate fails open.

The alternative — blocking spawns when you can’t read the memory file — would be a new failure mode where a missing or unreadable proc entry silently kills the fleet. Instrumentation failures shouldn’t cascade into fleet failures. Missing data means “I don’t have a reason to block,” not “I might have a reason so I’ll block.”

Testable without synthetic load

All inputs are overridable via environment variables:

No stress-ng, no synthetic load, no waiting for the box to become overloaded to run a test. The gate logic can be exercised in a subprocess or unit test with os.environ overrides. The threshold values are env-overridable too (FANOUT_GATE_SKIP_LOAD_RATIO, FANOUT_GATE_MEM_MIN_PCT, etc.) so you can validate the boundary conditions exactly.

What this doesn’t solve

The gate prevents spawning into an overloaded box. It doesn’t address what happens once sessions are running and the box degrades under them — that’s the watchdog’s job (covered in “The Reaper That Got Starved”). It also doesn’t address convergence: multiple sessions spawning onto a calm box and all heading toward the same task file. That’s a different axis entirely — coordination claims, not resource pressure.

The distinction matters because these failure modes look similar in the logs but need different solutions. Resource saturation: check before you spawn, privilege the reaper. Convergence: claim work before you do it, deduplicate at the coordination layer.

Mixing them up is how you end up with a process-count cap that neither prevents saturation nor stops convergence.

Result

The gate has been running since 2026-06-29. On calm drain days (40 sessions, load1 around 3 on a 24-core box) it correctly returns "calm, no cap" and doesn’t interfere. Under the simulated incident scenario (load1=21.4, mem_avail_pct=4.1) it returns "skip" and aborts the spawn. The graduated caps activate at the right thresholds in between.

The box still saturates sometimes — auth-breaks still happen, session pile-up still happens. But now the spawn path asks before it adds to the pile.
